Asked about Karzai's effectiveness, Gen. David Petraeus ducks.
Sen. Lindsey Graham (R-S.C.) sees evidence for some fresh optimism there, and credits the 30,000 troop increase in U.S. forces. IRAQ -- Gen. Ray Odierno projects progress in Iraq but won't yet declare victory, and downplays an Iraqi military leader's 2020 timetable for full U.S. withdrawal.
